With reference to the Agreement of the 14th

June 1913 between the United Kingdom and Portugal on

the subject of opium at Macao, I on directed

subject of the measures suggested by the

Government of India with a view to co-operating in

securing the objects of the Agreement.

I am to observe that as the Portuguese

Government do not propose to appoint an Agent at

Calcutta, and as the Masao supply will be purchased

from a Hong Kong firm, it may be found impossible by

action in India to maintain an effective restriction

on the amount of opium procured by the Masao farmer.

Lord Crewe would suggest that a copy of the
